Now as a Director & past Chair of the Board of the Asset Management Council of Australia, & Company Secretary of the World Partners in Asset Management and as a member of the Global Forum in Maintenance & Asset Management, he remains committed to sharing his knowledge and experience with individuals and industry. As a member of the original ISO project committee that developed the ISO 5500x Asset Management Standards, he is now the Chair of the Australian Mirror committee that, as a group, represents Australia on the ISO committee reviewing and improving the quality of these important documents. The Programmed ISO55001-certified Asset Management System (AMS) is structured to meet the legislative and other requirements for both Australia and New Zealand for the management of assets. To achieve these requirements, the following principles apply:
- Safety is the highest priority.
- Prevention is better than corrective action.
- Assets are monitored, and the relevant maintenance activities are scheduled according to applicable legislative, codes, and standard requirements. In the absence of an applicable statutory regime, manufacturers’ recommendations and evidence-based risk management practices are adopted to determine the most appropriate maintenance strategy.
In this presentation, Akhil Raj from the Programmed Facility Management (PFM) Strategic Asset Management Team will talk you through the building blocks of a successful and efficient maintenance operation, ensuring the risks and challenges associated with Statutory Maintenance for your customers and communities are understood and managed effectively. These building blocks include, but are not limited to, the following:
- A robust and accurate asset register.
- Understanding statutory requirements pertinent to your jurisdiction:
- Maintenance requirements.
- Reporting requirements.
- Registration requirements.
- Competency of resources (trade qualifications and licenses).
- Future of Statutory Maintenance: Are we susceptible to disruption, or is this an opportunity?
We will talk about the People, Processes, and Systems we have developed and are utilizing in Programmed Facility Management to effectively undertake and manage these tasks.

Asset management can be a broad and complex subject. Recent feedback has highlighted a need for a deeper understanding of the various functions required to deliver effective asset management.
The Asset Management Council employs three distinct models to address these complexities: the Concept Model, the System Model, and the Capability Delivery Model. John Hardwick will share insights into these models, explaining how they can distil any Asset Management System into clear functions and categories.
During his presentation, John will discuss the application of these models and demonstrate how they have been used to enhance organisational value. He will also outline potential evolutions in these models as part of the upcoming revisions to the Asset Management Council’s framework.

John Hardwick is the Executive Director of Asset Management and acting Head of transport safety at Transport for NSW. As the Director of Asset Management, he is responsible for leading and enabling transport service outcomes for customers and communities through effective whole of life asset management. John has over 30 years in asset management within the electricity and transport industries. He is a passionate about organisational improvement in asset and operational risk management and has implemented world class asset management strategies and systems to manage risk and provide value for customers and communities. John has held numerous positions within Asset Management industry bodies, including Chapter Chair, Board Member, Chair GFMAM, Chair World Partners in Asset Management. John is a graduate of the Australian Institute of Company Directors and serves as a board member for numerous global and Australian Asset Management organisations.

The community is already paying the costs of a changing climate in continuously rebuilding lives, livelihoods, public services and damaged infrastructure after each extreme climatic event. If governments do nothing, the communities infrastructure will fail more often, causing harm and cost to people and businesses. Underinvesting in infrastructure resilience leads to higher economic, social and environmental costs over time.
